how do i set the declination setting circle on an equatorial telescope mount?

I have read that the declination setting circle on an equatorial mount for a telescope should be factory set and not move. On my telescope mount i have noticed that the declination setting circle does move so is there a way to reset it.

Depends on the mount. The usual idea is to point at a star, set the setting circles to the coordinates of that star, then use the setting circles to point at something else in the vicinity.

What's the lightest/most portable (and possibly cheapest) mount and telescope for DSO photography?
I want something light and cheap and can be carried on the back. Is ETX-70 or ETX-80 good for DSO photography?

For serious photography involving long exposures you need to OVER-MOUNT your telescope as much as possible. The rated load capacity on a mount for imaging should be 2x to 3x the weight of your telescope.
